This kind of Submission contains entries that are defined by an Engineering Document author for use in the Engineering Document.
The Submission XML is included along with the Engineering Document when the Engineering Document is reviewed / balloted. The entries in the Submission do not always list the Engineering Document in their DefiningDocument field because:

• the entry might be for a Label which lists as its Defining Document the Standard in which the concept / thing that the Label represents is defined (e.g. an ITU document for a Color Primaries definition)
• the entry might be a pre-existing entry which is simply being modified by the Engineering Document (e.g. to add a new Element to an existing Group)
